MARSHFIELD – Officials are moving forward with plans to standardize how residents and organizations can rent town-owned public spaces.

During the July 28 Select Board meeting, members discussed a proposed open-space rental framework that would establish consistent rules, application procedures, and fee structures for venues such as Harbor Park, the Town Green, and Recreation Department facilities. Beaches would be addressed in a later phase.

The idea originated from concerns that existing rental practices were inconsistent and sometimes unclear. Different public spaces have operated under varying sets of rules, creating confusion for applicants and scheduling challenges for the town.

Under the proposal, the town would offer discounted rates for residents and nonprofits, as well as an online application system. The plan is designed to bring transparency and consistency to how spaces are reserved and used.

This is phase one, which is intended to cover non-beach spaces. The town plans to take a separate look at beaches because of some unique challenges that exist there.

Officials noted the framework could also help the town track usage, manage scheduling conflicts, and ensure that public spaces remain accessible for community events.

The board noted the need for a formal process mentioning the confusion created from different public spaces having different rules. 

The proposal is still under review, and the Select Board is expected to revisit the issue at a future meeting.
